California Baja Rental at www.cabaja.com. I have little personal experience but several groups with other ministries have used them with good service.
If you are driving private vehicles or renting from a company that does not sell Mexico Insurance you can use Lorenz Mexican Insurance. The office I use is in Calexico, CA. The insurance can be gotten by internet, phone or fax.

The Vagabound Inn in Chula Vista (San Diego) offers good accommodations at a reasonable rate. Call and ask for Harry on the local number (not the 800 number) and ask for the “Baja rate” or the MexMed rate.
Vacation Inn El Centro will offer group rates for churches. Contact the manager, Nona.
The Howard Johnson Inn El Centro, CA across the street also will work with team coordinators for a reasonable group rate.
